Citizens: Have all of the rights, protections, and abilities granted to people by the Noxian government. In Noxus, a citizen born in the muck of the slums can become one of the most powerful people in Noxus with the right skills, connections, and determination. It is even possible for such people to be named the start of a new noble house (or take over an existing one) in the right circumstances. Of course, such a feat is not easy, but it is possible. Citizens have several rights above subjects.
Subjects: These people can be those who have been recently conquered, conquered a long time ago but never took the steps to become citizens (which is quite common), those born in Noxus who never took steps to full citizenship, those of a Noxian parent who have either never been to Noxus or have never fulfilled citizenship requirements. Subjects are still under the protection of Noxus and are considered important - even precious - to Noxus since they have a very large number of subjects who keep the nation running and serve in all sorts of positions. Subjects, however, cannot represent themselves in court, cannot own land unless granted it or permission by the the Noxian government (usually conquered subjects are automatically granted ownership of land they already had - though this is not necessary, it tends to make things easier and better), cannot head a noble house, stand for public office, participate in any votes, and must be attended by a citizen at certain events.
So How Does a Subject Become a Citizen?
There are several paths to citizenship!
Military Service: This is the most common and the simplest. This is also easiest for people who are born in Noxus or of Noxian heritage because they are accepted more readily and may not have to serve as long to prove their loyalty to Noxus, but this is a very common path - which is among the reasons that Noxus has such a large and strong military.
Exceptional Service: This usually applies to people who work as medics for the military for a long time instead of as soldiers or who work supporting the government in some way, again for a long time.
A Grand Act: If a Noxian subject does something incredible in service to Noxus, they may be granted citizenship. There are other rewards that can be used, but this is one potential.
The Arena: This is quite rare because you have to be a grand champion in the arena and citizenship has to be your requested prize. Usually you will be asked to serve in at least one major battle or campaign as well - since you are such a great warrior, after all.
It should be noted that marriage is not a path to citizenship. Someone from outside of Noxus who marries a Noxian citizen will be thought of as a Noxian subject, and it assumed that their Noxian spouse will represent them where needed.
